Explanation of above estimates (including long-range effect):

The provisions of this bill stipulate that a member of the Legislature may not receive more than five days of per diem compensation during any extension of regular session or extraordinary session until a budget bill is enacted. Assuming all 134 elected members of the West Virginia Legislature are in attendance for all five days of an extended regular or extraordinary session in which budget bill has not been enacted, this bill would cap the total amount of compensation for Legislators to $100,500.

     134 Elected Members x 5 Days x $150 Per Diem = $100,500

The information below shows the fiscal impact this bill would have by comparing the maximum per diem expenditures under the bill to the per diem expenditures for extended regular and extraordinary sessions during 2016 and 2017.

     Total Per Diem Difference
     Cost of extended session SB63 $100,500 -
     2016 Extended/Extraordinary Session $377,600 $237,050
     2017 Extended/Extraordinary Session $337,550 $277,100
     Total $514,150

Memorandum

It is not known how many future legislative sessions will have extended sessions for the budget, so the past two years were used as an analysis.
